I think this would best be handled by:
Adding a function-key mode for it (assuming that that similar VT100+ mode
isn't intended to be identical),
Adding an option to have Alt generate a ^[} prefix, and
Ignoring all the other discrepancies (control characters, US keyboard
mapping etc).
